Synthesis Report on New Regional Evidence of Scaling Up National Responses to Children Affected by AIDS

This synthesis discussion paper is part of a study commissioned by UNICEF to document the evolution of national responses for children affected by HIV and AIDS (CABA) and the lessons learned in addressing the challenges to scaling up services for them. Evidence for this study came from a review of published and grey literature, reviews of existing national plans of actions (NPAs) in East and Southern Africa, and site visits to Mozambique, Swaziland, and Uganda.  NPAs have been a significant tool for driving national-led responses to OVC by catalyzing policies and programs to improve development outcomes.
