Participatory Evaluation Toolkit

Family for Every Child's new Participatory Evaluation Toolkit places the knowledge and experience of local Civil Society Orangisations (CSOs) at its centre. It offers an alternative to traditional evaluation dynamics, by drawing on the strength of local solutions. 

Guidance and tools for participatory monitoring, evaluation and learning (PMEL) have been developed to support local CSOs to build evidence of their promising practices, in a way that works for them, and contributes to the body of effective and transformative practice within the children’s rights sector.  

In this comprehensive toolkit you can learn about the principles of and tools for participatory monitoring, evaluation and learning (PMEL). This includes:

•    Definitions of PMEL
•    Instructional guidance about how to conduct PMEL activities
•    An overview of the 22 tools included in the toolkit
•    Templates and instructions for using the tools
•    Case studies of local CSOs implementing PMEL activities

The toolkit supports an alternative approach to traditional evaluation dynamics, by promoting non-hierarchical processes, drawing on the strength of local solutions, and focusing upon the outcomes and impact of those solutions on communities. 

It was created in 2022, through a participatory process involving input from 21 Family for Every Child members, five of whom undertook piloting the tools within a peer-to-peer learning and exchange process. The resulting toolkit reflects practitioners’ experiences and needs.
