Public Expenditure and Children's Care - Guidance note

This guidance is designed to strengthen the capacity of government agencies in low resource settings to prepare a sound budgetary framework for policies, programs and services that aim to keep children in safe and nurturing family environments. It further outlines a methodology for making the investment case for a family-focused continuum of care to the broader government, development partners and external donors. It makes recommendations and offers considerations for investments in the social service workforce. Budgeting for care reform has never been more critical than during the COVID-19 pandemic.
