Using a Systems Approach at the Community-Level in a Human Resource Constrained Context

This case study highlights aspects of a case management system and referral mechanism utilized by OVC programs within Mozambique that could be identified as a hub and spoke model of referral mechanism. The overall objectives of the case study are to highlight and help promote good practice related to referral mechanisms within orphans and vulnerable children (OVC) programming. The activista (a type of case worker) acts as a first point of entry for the target population of vulnerable adolescents into the social service system. The activista is responsible for assessing and determining the services that are required, either delivering them on behalf of the program she serves or referring to other service providers. The example presented in this case study, from YouthPower Action, should be understood as just one example of a referral mechanism in practice.
